國道5號國旅團遊覽車翻覆重大死傷事故，引發旅行社和遊覽車公司互推車輛責任，靠行車成為安全管理模糊地帶，業者指出，70％遊覽車為靠行車，駕駛易超時；專家建議，交通部應加強稽查、推動遊覽車裝數位行車記錄器，協助車行管理。
規畫行程的蝶戀花旅行社指友力通運負責管理司機，友力卻又喊冤說車輛實際由蝶戀花所有，是「靠行」在友力。
公路總局運輸管理中心副執行祕書梁郭國則指出，遊覽車靠行屬私下行為，一旦發生事故，一律依公路法要求遊覽車隸屬公司，亦即友力通運負起責任，包括後續保險理賠、賠償等。
一名營業據點在台北市，同時擁有旅行社及遊覽車的業者表示，市場上有70％遊覽車為靠行車，又分兩種，一種俗稱「車主車」，司機買車後，每月繳約6000元靠行費給車行，取得遊覽車牌，司機自行接團居多，也接受車行派遣。另一種為蝶戀花模式，由旅行社買車、聘司機，但為取得遊覽車牌，也找車行靠行。
業者指出，他旗下30多台遊覽車皆屬「公司車」，也就是車行買車及聘僱司機，公司便於直接管理。相較而言，一名在嘉義經營遊覽車行的葉姓業者指出，儘管「車主車」司機愛惜車，較注重保養，但仍難避免超時工作。
台灣鐵道暨國土規劃學會理事鄭羽哲也說明，公司統一派遣車輛，可檢視駕駛是否有合理休時，但司機自由接案，常深夜回家，凌晨又出勤，很難管控。他說，蝶戀花與友力互推管理責任，凸顯靠行遊覽車安全管理的模糊地帶，交通部不能再龜縮，要趁民氣可用，釐清各方管理權責，並加強到各大景點稽查遊覽車行車紀錄。
成功大學交通管理科學系教授鄭永祥指出，政府可用科技輔助車行管理，如以法令強制遊覽車安裝數位行車記錄器，又可記錄工時、是否超速、轉彎及下坡道是否減速等。但他提醒，消費者也應接受成本轉價包車費。
梁郭國強調，遊覽車公司平常就須負起納保、訓練駕駛及管理車輛責任，不能認為靠行就放任不管。未來會列為每半年稽查業者的重點項目，加強考核業者是否負起管理責任。

臺南市卅二家基層農會農事小組屆次改選昨天順利完成，選出農事小組長五百四十人、副組長四十七人及會員代表一千三百六十五人，平均投票率五成二，較四年前四成八九高，其中有三處農會投票率均超過八成，過程平順未發生重大違規事件。
南市基層農會會員約十二萬一千二百餘人，以臺南地區農會九千五百餘人最多、東山區農會五千六百餘人次之；此次選舉南市共設置五百四十一處投開票所，有六百十一人登記角逐五百四十個農事小組長，會員代表有一千五百卅五人爭取一千三百六十六席次。
投票結果，農事小組投票率平均五成二，其中下營八成八七最高，新化八成五四次之，玉井八成居第三，三處農會均超過八成；會員代表部分，新化農會六十九名候選人、下營有六十九名候選人、善化農會有六十四名候選人，分別角逐四十五個會員代表席次。
另有臺南地區、新營、白河、柳營、山上、左鎮及龍崎等七處會員代表同額競選，選情相對單純。
